Unique Registry of Suppliers

The Unique Registry of Suppliers is the system by which the Railway Operating Company collects the information of all the people who want to participate in the delivery of services and goods within Argentina. This includes both the metropolitan and national lines that operate within the Sociedad Operadora Ferroviaria.

Registration in the State Provider System

The registration in the State Provider System is a process by which the requirements to be a supplier of the Argentine State. The procedure is part of the new State Modernization Plan, made by the Sociedad Operadora Ferroviaria de Argentina.

Each and every one of the providers requesting the registration in the State Provider System must generate their registration in the Registry, even when they are not operating with the Argentine state train company.

Who is the process for?

The procedure is directed to all service providers and you come who wish to be hired by Argentine Trains Operations. This is the society of Argentina which is responsible for providing rail transport services, from passengers to cargo, and the maintenance of its material.

Physical persons

The natural persons or natural persons must comply with the following Requirements to be a supplier of the Argentine State:

  • Original and copy of the preferred identity document (either the ID or the holder’s passport).
  • If it were a proxy who seeks to make the registration, a valid power of attorney and the identity document of this third party must be presented.
  • A legitimate administrator certificate. This is the natural person who enters the COMP.AR as a representative of the supplier. In this way you can communicate with the legal part of the association with the National government.

Legal persons

To complete the registration in the Unique Registry of Suppliers, the legal persons or legal persons (companies, institutions, among others) must present these Requirements to be a supplier of the Argentine State:

  • The social contract or the statute that is registered in the General Inspection of Justice.
  • The last act of appointment of authorities and distribution of positions of the Limited Liability Company. This must be registered within the General Inspection of Justice. The start of the procedure will be accepted as long as it does not exceed six months from the moment of presentation in front of the institution.

Cooperatives, Mutuals, Partnerships and Others

Organizations known as cooperatives, mutuals, de facto partnerships and others must present the following Requirements to be a supplier of the Argentine State:

  • The minutes of the constitutive assembly. Said document must be accompanied by its statutes and updates.
  • Original and copy of the identity document of preference of all partners (either the ID or the holder’s passport).
  • If it were a proxy who seeks to make the registration, a valid power of attorney and the identity document of this third party must be presented.
  • A legitimate administrator certificate. This is the natural person who enters the COMP.AR as a representative of the supplier. In this way you can communicate with the legal part of the association with the National government.

Transitory Business Unions

To complete the registration in the Unique Registry of Suppliers, the temporary unions of companies must present these Requirements to be a supplier of the Argentine State:

  • The contract of constitution of the Temporary Union of Companies registered within the system of the General Inspection of Justice.
  • An instrument that demonstrates the designation of all the legal representatives of the union, registered in the General Inspection of Justice system.
  • Original and copy of the identity document of preference of all partners (either the ID or the holder’s passport).
  • If it were a proxy who seeks to make the registration, a valid power of attorney and the identity document of this third party must be presented.
  • A legitimate administrator certificate. This is the natural person who enters the COMP.AR as a representative of the supplier. In this way you can communicate with the legal part of the association with the National government.

Steps to follow

The steps to follow to complete the registration once the Requirements to be a supplier of the Argentine State must be met as explained below:

  1. Enter the web page for the registration of providers.
  2. Complete the information requested for the online registration option.
  3. When you provide all your data as a provider, a registration request form appears, where you must confirm that the information entered is correct.
  4. Upon completing this action, the system will send you an email at the address you linked to the process to notify you of the following content:
    1. The documentation that corresponds to you to present in the Unique Registry of Suppliers.
    2. The web registration request form.
  5. Prepare documentation and Requirements to be a supplier of the Argentine State that we describe above.
  6. Contact the office of the Unique Registry of Suppliers to be granted an appointment to present the requirements. The office is located in the Av. Ramos Mejía 1358, on the Autonomous City of Buenos Aires.
  7. Suppliers from the interior of Argentina must send their information by postal mail or present it through an authorized attorney as we have already explained.
  8. When completing the presentation of the documentation, you must wait a period of a maximum of 15 working days to receive a notification about your situation in front of the Unique Registry of Suppliers.
  9. The result should be a proof of registration, which will be delivered to you with the rest of the requirements that you submitted at the beginning.
  10. You’re done! It’s that easy, entering the requirements to be a supplier of the Argentine State.

NOTE:
  • The validity of this registration certificate is one year from when it is issued. During this time, the supplier may participate in the different levels of contracting to be part of Trenes Argentinos Operations.
  • Once this annual deadline is exceeded, the provider must again manage the registration in the Single Register of Providers. You must do it within the previous sixty days to renew your license if you do not want to be without permission to practice.
  • For the renewal you must validate the Requirements to be a supplier of the Argentine State again, or present the updates with which your registration is validated.

Argentine Trains Operations implements SAP: important dates for suppliers

From the November 4th, the Argentine Trains Operations system begins to implement SAP. Through this system, the aim is to unite, simplify, update and streamline the administrative processes of the company.

The Important dates for suppliers determined by Argentine Trains Operations are as follows:

  1. Between October 20 and November 5. During this period, no type of good or service will be received from the suppliers.
  2. From the November 4th billing will be modified to grant purchase orders with their corresponding financial advance. This must be accompanied by the provision of the service verified by a credit note.
  3. From Jul 1, 2019 the Supplier Consultation Portal. Through this tool, the company seeks to report scheduled and executed payments to all registered users.

National hiring office

The National Procurement Office is the creative entity of the Electronic System of Procurement of the National Administration or as it is usually called, «TO BUY».
