ITSE Certificate – Civil Defense: Requirements, Formats and MORE

Governments tend to have investment programs in infrastructure, yet very few care about the conditions of existing buildings. However, the Peruvian government, through local governments or municipalities, has carried out a program whose main purpose is to evaluate the conditions of buildings. For this they use the ITSE Certificate – Civil Defense.

When we talk about evaluating buildings, we are not only referring to the most important or largest. But we do not refer to all those structures that have a constant flow of public, for whatever reason. It can be due to residence, work or other reason.

This important program certifies whether the conditions of a structure are safe or not.

Requirements for the ITSE Certificate – Civil Defense

Before knowing the requirements about the certificate, you should know that the structures are classified according to their level of risk. There are structures with low, medium, high and very high risk of fire or collapse, the requirements are different for those structures with low and medium risk than for those with high and very high risk.

Requirements for low and medium risk

  • Architecture, evacuation and signaling plans must be consigned. Each separately.
  • Civil defense security plans must also be delivered.
  • Proof of maintenance of safety equipment, such as: fire extinguishers, emergency lights and other similar ones.
  • Proof of training for events such as fires and earthquakes.

Requirements for high and very high risk

  • Plans of electrical installations, where the circuits, wiring, current outlets and other important electrical objects are evidenced.
  • Consign a descriptive report on the architecture and electrical systems.

  • Civil defense security plans must also be delivered.
  • Proof of maintenance of safety equipment, such as: fire extinguishers, emergency lights and the like.
  • Proof of training for events such as fires and earthquakes.

High and very high risk structures may merit additional requirements. Such as: LPG tanks, radiological equipment, among others, depending on the type of structure. The authorities will inform if any extra requirement is necessary.

Formats for the ITSE Certificate – Civil Defense

The formats are the different forms that must be completed by those responsible for the buildings to acquire the certificate. Next, we leave you a list of the most important formats and their respective functions.

  • ITSE or ECSE application format, also known as format or annex number “1”. In it, the data related to the structure that the document will request is filled out
  • Information provided by the applicant, known as format or annex number «2». Here the applicant will inform about the possible risk points.
  • Risk Level Report, format or annex number «3». It is generated after the evaluation or inspection carried out.
  • Subsequent ITSE certified statement, format or annex number «4». Conditions, sizes, risk levels and everything about the property are officially established.

Renewal of the ITSE Certificate – Civil Defense

Structures are not objects that need constant evaluation, or constant monitoring. Therefore, the validity period of the certificates granted is two years, that is, after two years from the issuance of the ITSE Certificate – Civil Defense the same wins.

Legal Basis of the Certificate

  • In the inspection regulations mentioned above there is a manual called «Manual for the Technical Inspection of Safety in Buildings» in which the protocols are established and the risk matrix was defined under a supreme decree.

These are the main laws that base the use and the compulsory nature of the certificate. There may also be a «Framework Operating License Law» that establishes among its rules that a business will need this document to carry out its activities in a building.

What is the ITSE – Civil Defense Certificate?
