Voting Requirements: Registration

The first requirement to vote deals with the Registration with the CNE. Registering is vital so that you can vote in other countries. People must approach specialized centers, fixed and mobile, with their identity documents.

There the registration is made and a center is assigned to them. In Ecuador, when you turn 16 you can vote optionally, the same thing happens at 17 years of age. However, when you turn 18, voting is mandatory until you turn 65.

Other people who vote in a way optional they are foreigners, adults over 65 years of age, active members of the National Police and the Armed Forces, Ecuadorians residing in another country. Also, people with disabilities or illiterate people.

According to 2019 figures, more than 600,000 people had optional vote, while more than 10 million people had to vote.

In addition, Ecuadorians have a ballot that each vote is updated and that it is required for some procedures. Even people deprived of liberty of liberty who do not have an enforceable conviction must vote.

However, and although it may surprise you, there is no registration for voters. They enter the system automatically through two lists: those with optional voting and those with compulsory voting.

The CNE publishes a electoral guide where you see where you have to vote. If you wish to change the address of the register, you must approach the official media available to the CNE with your identity document when the elections approach, throughout the year and only 30 days before the process begins.

The preparation of the electoral register (register) is in the hands of the Electoral Council, which uses the Civil Registry. This is made up of Ecuadorians over 16 years of age, including those outside the national territory.

To culminate, you should know that if you did not participate in the last four elections When you exercise your right to vote or carry out any procedure before the CNE in that same period, you must register to be able to vote in 2021. This is because you are in the passive electoral roll and therefore you do not appear as a voter or elector.

Basically you can do it in person or on-line. In person you only need your identity document and go to a provincial delegation of the CNE.

To do it in person, go to the website of Electoral Registry Consultation, follow the instructions. These are to fill out the form and upload the documents they ask for: completed and printed form, photo of the ID, photo of the face carrying the ID. You can also enter this link to find out if you are in the electoral register.

In this case, carrying out this procedure constitutes one of the Voting Requirements.

Ecuador’s CNE

The National Electoral Council (CNE) Ecuador is the body in charge of carrying out voting activities in the elections held in the country. Its headquarters are located in the capital, Quito, and by October 2020 it will be celebrating twelve years since its foundation.

Its president for this same year is Diana Atamaint, a politician with studies at the Universidad Andina Simón Bolívar and at the University of Cuenca. She was also employed by this first university, going on to work in the Ministry of Agriculture, Livestock, Aquaculture and Fisheries of Ecuador, as well as in Cantón Morona.

This council is made up of five people, which are chosen by means of a contest of merits and opposition. This is administered by the Council for Citizen Participation and Social Control and those elected remain for a period of six years, although every three years half must be renewed. Here the President and Vice President are elected.

In addition, this body has total financial and administrative independence, as established by the Constitution of Ecuador of 2008. Before it was created, the functions of this entity were carried out by the Supreme Electoral Tribunal (TSE), a body that no longer exists and was replaced by the CNE.

It is important that you know that it has twenty-four (24) Provincial delegations, with the purpose of decentralizing electoral services in the country. Together with the Contentious Electoral Tribunal, it forms the Electoral Function, which is one of the State’s attributions.

All Ecuadorians who want to exercise their right to vote must register with this body in order to do so. After all, this is the one designated for this task, as you just saw in the Voting Requirements.

Registration to Vote as a Foreigner

The Foreigners can vote in the country from the age of 16 if, and only if, they have been residing in the country for less than five years and they are registered in the Electoral Registry. It is an optional vote, that is, optional.

They will no longer be registered automatically, but as of 2021 they will have to do this compulsory procedure if they wish to vote.

In this way, you should approach the provincial electoral delegations, consulate or embassy, or enter the website of the CNE.

In addition, you will have to present the following requirements:

  • Identity card and passport, both the
  • Immigrant visa in which legal residence in Ecuador is evidenced.

Those responsible will review these documents and proceed to register in the Foreigners Registration System. That’s it!

If you were part of the Electoral Registry of the year 2019, you are exempt from carrying out this procedure. The same occurs with people who participated in the 2009 and / or 2013 elections, as well as those who requested to be registered in the electoral register.

Importance of Voting
