Each group or political party presents the list of the candidates, taking into account the number of positions to be elected in the locality, according to the law.

To ensure that there is equitable representation of political parties, The Distribution Figure System is used and the Threshold.

The Threshold is the minimum number of votes obtained for a list.

The Electoral Quotient is sought, dividing the number of valid votes by the number of positions to be elected.

Threshold is obtained by dividing the Electoral Quotient by 2. This cannot be less than 50%.

Lists that do not exceed the Threshold, are removed.

For the Distribution Cipher System The lists that exceeded the Threshold are ordered from highest to lowest, drawing up the table with the results matrix, always taking into account the number of positions to choose from.

The Distribution Figure It is the result of dividing the total votes of each list by one, two, two, three or more; according to the number of councilors or seats to choose. These results are ordered in descending order.

Highest results are selected of each list taking into account the number of positions to choose. When the result that is in accordance with the number of positions to be chosen is taken, the lower is the Distribution Figure.

To know how many seats were obtained, the number of votes obtained is divided by the Figure. Distributor.

Example: Suppose only 2 Lists obtained the required Threshold. List A that obtained 168,000 votes and List B that obtained 145,000 votes. 7 positions will be chosen because the municipality has 5,004 inhabitants.

The Electoral Quotient is sought. Whole numbers are always taken into account.

The total votes for each list are divided by one, two, three, four, five, six and seven, because it is the total of positions to choose. As demonstrated in the table below.

1 62,000 145,000
2 81,000 72,000
3 54,000 48,000
4 40,000 36,000
5 32,000 29,000
6 27,000 24,000
7 23,000 20,000

I know take into account the first 7 scores highest between the two Lists. These would be 162,000, 145,000, 81,000, 72,000, 54,000, 48,000 and 40,000. Well, there are 7 seats to choose from.

The Electoral Quotient is 40,000, because it is the smallest number.

The total votes for each list are divided Enter the distributing number to find out how many councilors each list obtained.

As List A obtained 162,000 votes it would have 4 elected Councilors and List B that obtained 145,000 votes obtained 3 elected Councilors.
