What is a Councilor?

In colombia a Councilor is a citizen born in the country or nationalized, which is democratically elected to form part of a Municipal or District Corporation, or what is the same a Municipal Council.

A Councilor must gather the following characteristics:

  • Demand the account report of the entities and companies that are subsidized by the municipality, to avoid misappropriation and diversion of public money.
  • Appoint the Mayor, if the position is vacant.
  • Inspect the activities carried out by the Mayor and present information and suggestions, if necessary.

Requirements to be a Councilor in Colombia

Among the requirements to qualify for the election of Councilor in Colombia it is required:

1.- Be a practicing citizen.

2.- Being born or living in the corresponding municipality, for a period of 3 consecutive years on any date or during the 6 months, prior to the date of registration for councilor.

3.- Be over 25 years of age.

4.- Be nominated by a party or a political group.

5.- Not being included in the reasons contemplated by law to be disqualified to exercise the position; among these reasons are:

  • In the past, having been sentenced to a court sentence or having been deprived of liberty.
  • Another point, is to have had contracts with public entities for your own benefit or the benefit of other people.
  • Having been a public employee or official worker during the last 6 months before the election.
  • And even have Represented entities that are in charge of administering taxes or State contributions.

How are Councilors elected?

The number of Councilors to be elected in each Municipality o District is different.

This difference depends on: the number of inhabitants that the municipality has and of the income of the same.

Councilors they are not elected by majority vote.

Each group or political party presents the list of the candidates, taking into account the number of positions to be elected in the locality, according to the law.

To ensure that there is equitable representation of political parties, The Distribution Figure System is used and the Threshold.

The Threshold is the minimum number of votes obtained for a list.

The Electoral Quotient is sought, dividing the number of valid votes by the number of positions to be elected.

Threshold is obtained by dividing the Electoral Quotient by 2. This cannot be less than 50%.

Lists that do not exceed the Threshold, are removed.

For the Distribution Cipher System The lists that exceeded the Threshold are ordered from highest to lowest, drawing up the table with the results matrix, always taking into account the number of positions to choose from.

The Distribution Figure It is the result of dividing the total votes of each list by one, two, two, three or more; according to the number of councilors or seats to choose. These results are ordered in descending order.
