Steps and Requirements for Vehicle Registration

The Vehicle Technical Review is a set of inspections carried out on a vehicle on a mandatory basis for all those vehicles that circulate in the Metropolitan District of Quito. Below we will detail the requirements for vehicle registration in Ecuador.

In the first place, this procedure is intended to:

  • Reduce mechanical failures.
  • Improve road safety.
  • Improve the vehicle’s operability.
  • Reduce polluting emissions.
  • Check the suitability of use.

Registration requirements

The owners of private vehicles must approve the registration once a year, while the vehicles of intensive use of cargo and those that present public service of commercial and / or passenger transport, must undergo two technical reviews during the year. This procedure in turn serves as an essential requirement for the following procedures:

  • Annual registration renewal
  • Change of owner
  • Vehicle Technical Review of a new vehicle
  • Duplicate enrollment
  • Vehicle Technical Review of topped vehicle
  • Vehicle Technical Review of vehicle with service change

The necessary requirements to register are the following:

  • Original identity card and voting slip of the owner.
  • Original Registration. In case of loss of the complaint made to the competent authority www.funcionjudicial.gob.ec duly registered in the Court of Contraventions and unique vehicle certificate (which must be requested at any Vehicle Registration Center paying $ 7.50 dollars in the Banco del Pacífico for CUV).
  • Approved Vehicle Technical Review. (In case the vehicle has been exonerated, the certificate must be presented).
  • Validation of the tuition payment for the current year.
  • Validation of not having outstanding debts for traffic violations or payment agreements, carried out in the ANT computer system.
  • Annual registration renewal of service vehicles, both Public and Commercial.
  • Copy of the operating permit and resolution where the vehicle is recorded.
  • Annual registration renewal of service vehicles, both Private and State.

Vehicle registration can be done at the following registration offices and / or inspection centers:

When is registration due?

The registration includes the so-called Vehicle Technical Review (RTV), which seeks to protect the life, health, integrity of people, the environment and the well-being of the nation’s inhabitants; through the verification of the mechanical conditions of the circulating automobile fleet. It is advisable to do it when purchasing the vehicle, whether new or used.

What body is in charge of vehicle registration?

In Ecuador, there are two main organizations that are in charge of Vehicle registration:

Internal rents service

The Internal Revenue Service (SRI) was born on December 2, 1997.

Based on the principles of justice and equity, in response to high tax evasion, fueled by the almost total absence of a tax culture.

Its mission is to manage tax policy, within the framework of constitutional principles, ensuring sufficient collection for the promotion of social cohesion.

Since its creation, it has stood out for being an independent institution in the definition of management policies and strategies.

They have allowed it to be managed with balance, transparency and firmness in decision-making, transparently applying both its policies and tax legislation.

Its vision for 2019 is to be an institution recognized for its high degree of innovation and quality of services aimed at citizens.

They facilitate tax compliance in order to improve the tax contribution and reduce tax evasion and avoidance.

Metropolitan Transit Agency

The Metropolitan Transit Agency (AMT) was created on April 22, 2013, through Administrative Resolution A0006.

It responds to provisions established in the Constitution of the Republic, in the Organic Law of Land Transport, Traffic and Road Safety, in the Organic Code of Territorial Organization, Autonomy and Decentralization and by the National Council of Competences.

Its mission is to effectively manage the control of land transport, traffic and road safety, with social participation, improving the efficiency and safety of the road network operation and contributing to the improvement of the quality of life of the inhabitants of the Metropolitan District. Quito.

The Metropolitan Transit Agency enjoys full administrative, financial and functional autonomy. It is attached to the Ministry of Mobility of the DMQ and has the power to control land transport, traffic and road safety in the Metropolitan District of Quito.

Its vision is to become the model management entity for traffic control, land transport and road safety of the Decentralized Autonomous Governments, by meeting the goals and indicators of efficiency and effectiveness that contribute to improving mobility in the MDQ. .

Why should vehicle registration be carried out?

The primary purpose of the Technical Review of Vehicles (RTV) is to guarantee the minimum safety conditions for vehicles based on the criteria for their design and manufacture.

In addition, it allows checking that they comply with technical regulations and that they maintain a level of polluting emissions that does not exceed the maximum limits established in current regulations: INEN 2202, INEN 2203, INEN 2204, INEN 2205, INEN 2207, INEN 2349.

How often must registration be carried out?

As observed at the beginning, the owners of private vehicles must approve it once a year, while the vehicles of intensive use of cargo and those that present public service of commercial and / or passenger transport, must undergo two technical reviews during the anus.

General Requirements for Registration Renewal

  • Natural Person: The procedure can be carried out by a direct relative (first degree of consanguinity) or by the spouse presenting only the identity card of both parties. In case of being carried out by a third person, the authorization letter must be attached.
  • Legal Person: If it is carried out by a third person, the authorization letter signed by the owner of the vehicle must be attached, plus the qualifying documents of the applicant and the authorized person.   • What should be done at the SRI when acquiring a used vehicle?

Prior to acquiring a used vehicle, it must be verified that it does not have debts until the year of purchase, be it registration, which includes vehicle taxes, ANT rates, SPPAT rates, Filming in the event of a collection agreement with the corresponding GAD and the Guayaquil Charity Board Rate for vehicles registered in the canton, or tax and / or rate adjustments; otherwise, you are jointly and severally liable for the payment of these values.

If the vehicle that you acquire has pending payment of registration or adjustments and is the beneficiary of an exemption from vehicle taxes administered by the SRI, you can request the benefit from the date of legalization of the purchase and sale contract, considering compliance with all the requirements established according to profit.

  • What should be taken into account when purchasing a new vehicle?

When acquiring a new vehicle, the commercial house must send the information of this sale to the SRI so that you can pay the value of the corresponding license plate, value that includes vehicle taxes, ANT rates, SPPAT rates, Taxiing Tax in case of agreement of collection with the corresponding GAD and Rate of the Guayaquil Charity Board for vehicles registered in the canton together in any Financial Institution authorized by the SRI.

The original or copy of the invoice issued by the commercial company must be presented, where the vehicle identifier corresponding to RAMV (if the vehicle was imported) or CPN (if the vehicle was assembled in Ecuador) must be included. It is important to remember that the vehicle will not be delivered until the registration has been canceled.

  • If a vehicle is received as an inheritance, must the 1% tax on the sale of used vehicles be paid?

No. The 1% tax is only paid when there is a sale of used vehicles. In this case, you must declare and pay inheritance tax, bequests and donations when applicable.

  • How many vehicles can be exonerated per person?

Seniors, people with disabilities and professional drivers can benefit from it, at the rate of one vehicle per owner. For the other exemptions, the owners can access the benefit for all the vehicles they own.
