How to apply for the blue card?

  • Be legally registered with the Madrid City Council and have your home address updated.
  • Being over 65 years of age, or being a minor, and depending on a third person.
  • Being a pensioner due to age, or having serious or permanent disability, and depending on a third person.
  • Have a spouse or common-law partner (concubinage) from any of the above categories and have no personal income, greater than the Public Indicator of Multiple Effects Income (IPREM).
  • Being a dependent person in general, and not receiving extraordinary total individual income. That is, these should not be greater than the Public Indicator of Multiple Effects Income (IPREM).

It is worth noting that the total individual income, according to the law, is that income from Work Income, Bank Income, or Pensions. You can also include the income from Movable Capital Yield, Capital Gains subject to Withholding, etc.

Steps to follow

  1. As a Blue Card holder you must request an appointment. Then be physically present at one of the Citizen Service Offices or at the Consortium Management Offices.
  2. During the process, you must authorize the officers to take your passport photo and your signature. This will remain in the request for your blue card, together with the requested documents.


  • Verification of total income electronically, if authorized by the applicant and holder of the Blue Card.
  • Income Certificate issued only by the State Tax Administration Agency (AEAT). This will also indicate the total income.
  • If you have any type of disability, you must provide documents proving said condition. It can be a Certificate of Disability from your Autonomous Community or from the Ministry of Social Affairs. It can also be an individual Card that accredits or demonstrates your degree of disability.

By completing these documents, meeting the requirements and carrying out the steps described, your process will be complete. You will receive your Blue Public Transport Card at your home address. You may also receive a Denial Communication if you are denied this benefit.

What is the blue card?

The famous blue card of Spain and that many have heard, is a personal transport ticket to which some people have benefit. Its unlimited use allows you to move around the city of Madrid through the services of the Municipal Transport Company.

This benefit is mainly for citizens registered in the city of Madrid in the form of a card. This shows your personal identity data, such as name, photograph, and ID number. For this same reason, the card is non-transferable and personal.

  • If you reload your card for the first time and do not use it in the first 30 continuous days, you will have another 10 continuous days to use it immediately. If this time passes without using it, then days of validity will be deducted.
  • In case of loss, you as beneficiary can recover the content of the card. All you have to do is go to one of the Consortium Management Offices and explain the situation.
  • If your card application was approved but you still haven’t received it at home, you can go to one of the Consortium’s Management Offices. The idea is to communicate this situation in person and find out how they can help you.

  • If you need a new card due to loss, theft, misprint or damage, you can request it at the Consortium Management offices.
  • The card is valid for 5 continuous years. After that time, the City Council will review your application ex officio for a possible renewal.
  • To deactivate a card, simply go to the Consortium Management offices and indicate the reason for deactivation. If you still have an active balance, the charge it contains will be waived.
  • If you have a personal transport ticket and apply for a new Blue Card, the first one will be canceled by the Regional Transport Consortium. This will be the case as soon as the new blue card is printed.
  • The response to your blue card request will be issued within 24 to 48 hours. If it is approved or denied, at this time, the Regional Transportation Consortium will indicate this information to you.
