If you want to start up a company for the processing and handling of meat products, you must comply with the federal inspection type certificate so that the company can distribute its products in Mexican territory, sending the consumer a certified quality product and attached to Mexican laws, here we tell you how to obtain the TIF.

Necessary documents

The documents required to obtain the TIF certificate (federal inspection type) are the following:

  1. The full name or business name of the applicant.
  2. Contact telephone number, in addition to the fax number.
  3. Address of residence of the interested party.
  4. The email address, as the case may be.
  5. RFC known as the federal registration number of constituents.
  6. A document must be made in which the written request is made, specifying the motives or reasons why said request for the certificate is made, the body to which the request is addressed and the place and date on which it is issued.

These documents must be submitted in their original form, not copies.

Requirements that your company must meet

The requirements that a company must meet to opt for the federal inspection type certificate (TIF) are the following:

  1. The articles of incorporation of the person with legal status and legal power.
  2. Description of the construction of the work establishment in accordance with the legal provisions that describe the Mexican animal health laws.
  3. Document describing the competencies and activities to which the company will be dedicated. In this document, the species of animals that will be treated and the processes that will be executed for that must be specified. It must also include the installation capacities, the maximum storage capacity and the working hours of the company.
  4. The plant in which the flow of operation and transit between the loading and unloading areas, the storage of the product and its processing is specified. The evaluation of the plan will be carried out taking into account the flow required by the product and the personnel for its processing, ensuring a sanitary process in accordance with national regulations without exposing the product to contamination.
  5. Regulation that frames the pesticides that will be used in the establishment issued by the secretary of agriculture, livestock, rural development, fishing and food known as SAGARPA or by the secretary or by the secretary of health SSA. Said document must contain the commercial name of the product offered, the applications, the uses and the registration number issued by the corresponding entity or, failing that, attach the contract for the provision of services and the accreditation of the same (these data are verifiable).
  6. Document that describes the procedure or procedures of general operations that are carried out for sanitization, in accordance with the Mexican animal health law.
  7. Product traceability and recovery document.
  8. Specific hazard analysis plan and proposals for their control in accordance with the animal health law.
  9. Data sheet or technical file of the material used for the packaging of the finished product, specifying that they are innocuous and that they do not have a risk of contaminating the products that are packaged in them.
  10. Document that describes the procedure or procedures of general operations that are carried out for sanitization, in accordance with the Mexican animal health law.
  11. Quality control, document describing the following:
  • Management and control of raw materials that are used for the processing of goods from animals and that for this reason contain allergens.
  • Competencies and procedures maintained by the company for the control of goods of animal origin.
  • Description of the follow-up that will be carried out on the suppliers of raw materials or additives that allow completing the product they offer.
  • Monitoring of criticism, complaints or suggestions made by consumers of the product offered by the company.
  • Log of activities and the frequency with which work procedures are carried out.
  • Position and activities carried out by each company worker.
  • Sheet describing the equipment calibration program and supplier development.
  1. Product labels must contain the following information:
  • Characteristic name that describes the product.
  • It must have the legend «inspected and approved by SAGARPA Mexico», followed by the TIF code and a space for the number assigned to the establishment.
  • Identification of the lot that makes up the product.
  • Company name and address of the manufacturer in addition to the postal code.
  • Ingredients contained in the product described in order of application.
  • Conditions for the consumption, conservation and handling of the finished product.
  • The additional information contained in the label that identifies the product offered by the company must be framed in accordance with the provisions of the national circulation regulations.
  1. Document that specifies the disposal of waste or offal generated by the manufacturing processes, treatment, specification if the establishment has facilities for the aforementioned process or if, failing that, it has a current contract with a company that is in charge of it (company that must be registered with SAGARPA)

These documents must be submitted in copies of the originals.

Sanitary conditions allow the handling of raw materials and additives to be done in a way that does not contaminate the product, in order to protect those who make the manufacturing, packaging and production process possible, as well as that of the final consumer of said product.

Steps to follow

The process that must be completed to obtain the TIF certificate is as follows:

  1. Documents are received first.
  2. Followed by the issuance of a documentary opinion, which is the notification of documentary compliance and visit.
  3. Then the inspection of the establishment where it is intended to start up the company is carried out.
  4. Once the inspection yields a positive result, the payment must be sent to the DGIAAP.
  5. And finally, the TIF certification or extension letter is issued and delivered.
